Mr. Newton has over 40 years of experience as a bridge engineer in the highway transportation sector in both public and private sectors. Barton’s public service career includes 31 years of experience in engineering and public administration while employed with the California Department of Transportation (Caltrans), where he served as the State Bridge Engineer from 2010 through 2014 and as State Bridge Maintenance Engineer from 2003 through 2010. He is a demonstrated leader and manager, having previously served as Director of Complex Bridges for a multi-national A/E firm responsible for overall leadership for the firm’s U.S. Structures practice, consisting of more than 450 bridge engineers.

Barton has a thorough understanding of budget processes, legislative processes, developing and managing a support budget, and techniques of leadership and personnel management and progressive discipline. His experience includes all aspects of the design, construction, and management of assets, and the delivery of public works projects, especially related to transportation. Barton understands the importance of establishing good project planning; project scope, including schedule and estimate; and the consideration of maintenance. He commands a thorough understanding of local, state, and federal government, including the needs and perspectives of the cities, counties, tribal governments, state government, regional planning agencies and the federal government. He is active within an extensive network of public and private organizations across the transportation community.

Nationally, Barton has provided active leadership on AASHTO Subcommittee of Bridges & Structures on various technical committees including serving as Chair of the technical committee for Bridge Security & Hazards and Vice-Chair of the technical committee for bridge management, evaluation, and rehabilitation (T-18), and member of the Bridge Preservation (T-9) and Welding (T-17) committees. Mr. Newton provided direct leadership for the development of the new Manual for Bridge Element Inspection adopted by AASHTO and now required by the National Bridge Inspection Standards. Barton also served on the American Segmental Bridge Institute (ASBI) Executive Board for 10 years and 2 years as the ASBI President.
