Casey Howard, PE brings 15 years of experience in structural engineering of in-service bridges, specializing in bridge repair, load rating, diagnostic load testing, and long-term health monitoring. Throughout his career, Casey has performed initial, routine, emergency post-hurricane, and non-redundant steel tension member (NSTM) inspections for bridge owners throughout the country. He has performed and managed the load rating of thousands of bridges, such as over 2,500 for the South Carolina Department of Transportation (SCDOT), and utilized special capabilities (load testing of 160 bridges and material testing of over 500 bridges) to prevent the load posting of over 1,000 bridges. Casey brings a deep understanding of both national (AASHTO) and state-specific guidance, such as SCDOT’s Bridge Inspection Guidance Document (BIGD) and Load Rating Guidance Documents (LRGD). In addition to his inspection and load rating experience, Casey develops proactive mitigation strategies to restore structures to their original capacity.
Casey brings extensive bridge rehabilitation experience, including serving as Project Manager across multiple structural engineering tasks for SCDOT. He oversaw the execution of load capacity ratings for an array of bridge types, encompassing prestressed concrete cored slabs, continuous reinforced concrete slabs, and multi-barrel reinforced concrete box culverts. Casey supported the development of repair and preservation designs, including timber and steel pile repairs, comprehensive concrete repairs for decks, superstructures, and substructures, and hydro-demolition with Latex Modified Concrete (LMC) overlays. Casey assisted with implementing superstructure strengthening options to eliminate load posting restrictions where technically feasible. The role included providing construction phase support, streamlining pre-construction meetings, reviewing shop drawings, and providing technical assistance to resolve site-specific conditions.
At Strinteg, Casey serves as Senior Vice President – Southeast Division Load Rating and Repair, where he manages load rating and rehabilitation design efforts throughout the region and supports the firm’s technical capabilities nationally.
