Keith has over 39 years of experience in bridge inspection, evaluation, maintenance, and construction. Prior to joining Strinteg, Keith spent 31 years with the Texas Department of Transportation (TxDOT), including 10 years as Field Operations Section Director – managing the operations of the bridge construction and maintenance, inspection, and geotechnical branches of the Bridge Division. During this time, Keith’s responsibilities included overseeing the federally mandated statewide bridge inspection program, monitoring the $26M budget, reviewing and approving recommendations of each bridge condition survey performed, and coordinating emergency response requests. Over six Texas legislative sessions, Keith reviewed and commented on proposed legislation that impacted TxDOT. In addition to legislation review, he wrote proposed legislation and rules for TxDOT that became part of the Texas Transportation Code. Between 2008 and 2015, Keith served as a member of the AASHTO Subcommittee on Bridges and Structures, T-18: Bridge Management, Evaluation and Rehabilitation.
Prior to serving as Field Operations Section Director, Keith served as State Bridge Inspection Engineer, overseeing the daily operations of the TxDOT Bridge Division’s Inspection Branch. His responsibilities included ensuring that TxDOT remained in compliance with the federally mandated Bridge Inspection Program. Keith also served as the TxDOT LTBP State Coordinator, developing bridge inspection policy, guidelines, and inspection manual.
In the five years since leaving TxDOT, Keith served as a subject matter expert for a number of long-span bridge inspection, assessment, and asset management projects throughout the country, as well as establishing routine and fracture critical inspection practices in Texas. He serves as a technical expert for our projects throughout the country and leads our growing presence in Texas. He currently serves on our Board of Directors and assists in guiding the direction of the firm.
