William “Coley” Mitchell

William “Coley” Mitchell has over 15 years of specialized experience in the inspection, assessment, and rehabilitation of complex transportation structures. He has served as a Field Manager, Deputy Project Manager, and Lead NDT Inspector on major infrastructure projects across the United States, including for SCDOT, WMATA, METRA, and Tren Urbano. Coley is a Certified Bridge Inspector and NICET Level II technician with advanced qualifications in SPRAT Rope Access and Non-Destructive Testing (NDT). His technical expertise includes Ultrasonic Testing (UT), Magnetic Particle Testing (MT), and Dye Penetrant Testing (DT). He has played critical leadership roles in South Carolina, serving as Field Manager and DPM for District 5 inspections and leading field efforts for statewide load rating initiatives. He has extensive experience in asset management, helping municipalities like Charlotte and Raleigh implement lifecycle cost minimization strategies. Coley regularly manages multidisciplinary teams comprising climbers, UAS pilots, and NDT specialists to deliver critical data for bridge safety and maintenance.

At Strinteg, Coley serves as Senior Vice President – Southeast Division Field Operations, where he manages field inspection and testing efforts throughout the region and supports the firm’s technical capabilities nationally.
